A Foundation for Strategic Industrial Cooperation
As part of the future frigate acquisition program for the Royal Norwegian Navy, France is proposing a broad strategic alliance with Norway. This alliance is built around a strong and broad industrial partnership involving major players in the maritime and defense sectors, alongside a wide network of SMEs.
This MoU with CCB is a concrete step towards securing national maintenance and Through Life Support (TLS) in Norway. The goal is to ensure operational availability of the FDI frigates at a level comparable to that of the French Navy, which has maintained a fleet availability rate above 80 percent for several decades.
“This agreement illustrates our shared ambition to develop a sovereign, resilient, and future ready naval support structure in Norway,” says Weisrock. “CCB’s strong industrial foundation make them an ideal partner for Naval Group.”
Toward a Norwegian Maritime & Defence Cluster
With the signing of this MoU, Naval Group and CCB shipyard are laying the first foundations for a broad industrial organization aimed at creating a Norwegian maritime and defense industrial cluster. The cluster will support the future maintenance organization, to be agreed upon in due time between the Norwegian authorities on the one hand, and Naval Group and its Norwegian strategic partner on the other. “This cooperation with Naval Group will foster many high-competence jobs in Norway,” says Jan-Dagfinn Lund. “Together, we aim to establish a local capability that supports both national security interests and industrial growth.”
A Strategic Signal of European Naval Cooperation
This agreement highlights France’s strategic intent to build durable industrial ties with Norway in the defence and maritime sectors. It also reflects Naval Group’s commitment to act as a trusted partner in supporting the Royal Norwegian Navy’s future requirements.
The MoU complements a series of broader initiatives led by Naval Group to strengthen cooperation with Norwegian actors through joint R&D, innovation, and long-term capability development.
